India Constitutes Statutory National Crisis Management Committee to Oversee Major Disasters

The 2025 procedure rules formalize the Cabinet Secretary’s statutory authority to oversee national disaster preparedness.

Overview

  • On July 23, the Ministry of Home Affairs notified the NCMC (Procedure) Rules, 2025, giving it statutory backing under the amended Disaster Management Act.
  • Cabinet Secretary TV Somanathan will chair the apex committee alongside the Union Home Secretary, Defence Secretary, Cabinet Secretariat coordination secretary and the NDMA department head.
  • The committee is empowered to evaluate responses to threatening or emerging disaster situations and issue directives to strengthen national and state-level preparedness.
  • Under the new rules, the chairperson can co-opt experts or officers from central and state governments or other organisations based on the nature of the crisis.
  • The NCMC will coordinate and monitor actions of central ministries, state governments and disaster management authorities across India.
