A four-member panel chaired by former BPCL marketing director Sukhmal Jain will gather stakeholder feedback over 14 days to reshape petrol pump licensing.

Overview

  • The Ministry of Petroleum and Natural Gas formed the committee on August 10 with members P Manoj Kumar, PS Ravi and Arun Kumar joining Sukhmal Jain.
  • The panel will assess the effectiveness of the November 2019 guidelines in ensuring energy security, market efficiency and support for alternative fuels and e-mobility.
  • An August 6 notice opened a 14-day public consultation for stakeholders and citizens to comment on capital requirements, network size and rural coverage mandates.
  • The committee’s recommendations are expected to guide adjustments to entry barriers and integrate new-generation fuel infrastructure requirements for broader market participation.
  • The 2019 reforms lowered the net worth threshold from Rs 2,000 crore to Rs 250 crore for retail licences and introduced mandates on alternative fuels, 100 outlets and 5% rural presence.
