India Clears ₹11,440-Crore Six-Year Mission to Achieve Self-Reliance in Pulses

The plan seeks to cut costly imports by pairing MSP-backed purchases with large seed distribution and new processing capacity.

Overview

  • Rollout runs from 2025-26 to 2030-31 using a cluster approach across 416 districts with SATHI tracking and ICAR oversight of seed systems.
  • NAFED and NCCF will procure 100% of tur, urad and masoor at the Minimum Support Price for four years from registered farmers.
  • Targets for 2030-31 include 350 lakh tonnes of output, 310 lakh hectares under pulses and yields of 1,130 kg per hectare, with benefits projected for about two crore farmers.
  • Seed access will expand through 126 lakh quintals of certified seed and 88 lakh free seed kits, supporting an additional 35 lakh hectares including rice-fallow areas.
  • About 1,000 processing and packaging units will be supported with subsidies up to ₹25 lakh per unit, alongside a mechanism to monitor global pulse prices.
