India Becomes Ukraine’s Top Diesel Supplier in July as U.S. Tariffs Target Russian Oil Ties

The ranking exposes the limits of unilateral sanctions in a tangled global fuel market.

Overview

  • Kyiv-based NaftoRynok says India supplied 15.5% of Ukraine’s July diesel imports, averaging about 2,700 tonnes per day, or roughly 83,000 tonnes for the month.
  • India’s share for January–July 2025 rose to 10.2%, up from 1.9% in the same period of 2024, marking a sharp year-on-year expansion.
  • Deliveries to Ukraine are routed by tanker along the Danube via Romania and through Turkey’s Marmara Ereğlisi OPET terminal, channels that have continued under partial sanctions.
  • The Trump administration has imposed 50% tariffs on Indian goods, citing New Delhi’s continued purchases of discounted Russian crude.
  • Analysts note that some exported diesel could be refined from Russian-origin crude, though the precise feedstock mix is opaque; other July suppliers included Slovakia (15%), Greece (13.5%), Turkey (12.4%) and Lithuania (11.4%).
