India and Canada Begin Reset With NSA Talks, Move to Reactivate Bilateral Dialogues

Ottawa signalled readiness for deeper intelligence-sharing to rebuild trust through practical cooperation.

Overview

  • On September 18 in New Delhi, NSA Ajit Doval met Canadian NSIA Nathalie Drouin in the first significant thaw since the 2023 rupture, three weeks after high commissioners returned.
  • Both sides agreed to initiate steps to revive dialogue mechanisms across trade, defence, energy, civil nuclear, security and law enforcement, critical minerals, space, science and technology, and agriculture, while addressing capacity at missions and consulates.
  • India raised concerns over pro‑Khalistan activity, threats to its diplomats and premises, and long‑pending extradition requests, while Canada highlighted transnational criminal networks with links to India.
  • Officials indicated the Nijjar case, now before a trial court, was not the focus of the talks, which emphasised information sharing, counter‑terror cooperation, and expanded intelligence exchanges.
  • The Canadian delegation included Deputy Foreign Minister David Morrison and RCMP Commissioner Mike Duheme, and Morrison held separate pre‑FOC meetings in Delhi to follow up on the Modi–Carney G7 understanding.
