India and Canada Advance Reset With NSA Talks and Pre-FOC, Pledge to Reactivate Dialogue Tracks

Senior meetings in New Delhi set a plan to resume suspended forums to tighten security cooperation after envoys returned.

Overview

  • NSA Ajit Doval met Canadian National Security and Intelligence Adviser Nathalie Drouin in New Delhi on September 18 for bilateral security consultations confirmed by India’s foreign ministry.
  • The MEA said the talks focused on strengthening counterterrorism cooperation, combating transnational organised crime and expanding intelligence exchanges, with both sides agreeing to work closely toward a new chapter in ties.
  • On September 19, Secretary (East) P. Kumaran and Canadian Deputy Foreign Minister David Morrison led pre-Foreign Office Consultations that agreed to reactivate dialogue mechanisms across trade, defence, energy, civil nuclear, security and law enforcement, critical minerals, space, science and technology, and agriculture, and to address consular capacity constraints.
  • According to officials and sources, the Nijjar case was not the focus because it is in trial, while India raised pro-Khalistan activity and extradition requests and Canada flagged transnational criminal gangs.
  • The engagements took place as Sikhs for Justice announced a protest at India’s Vancouver consulate and posters targeted High Commissioner Dinesh Patnaik, with New Delhi stressing Canada’s duty to secure diplomatic premises.
