India and ADB Sign Over $800 Million in State Development Loans, Plus $1 Million TA for Assam

State procurement now begins, with delivery targets set for 2028 in Maharashtra plus January 2030 in Indore.

  • Three loans were formalised for Maharashtra, Madhya Pradesh and Gujarat, exceeding $800 million, alongside a $1 million technical-assistance grant for Assam.
  • Maharashtra will receive $500 million to modernise rural distribution and deliver daytime solar power for irrigation to at least 900,000 farm consumers by 2028, including 500 MWh of battery storage.
  • A yen-denominated loan of JPY 27,147,200,000 (about $190.6 million) will fund an 8.62-km underground Indore metro line with seven stations, with operations targeted for January 2030.
  • Gujarat’s $109.97 million skills programme will upgrade 11 mega ITIs, create centres of excellence and align courses with industry through a hub-and-spoke model anchored by Kaushalya: The Skill University.
  • The agreements were signed by Saurabh Singh for India and Mio Oka for ADB, moving projects into state-led implementation under the respective agencies.
