Overview
- Home Secretary Shabana Mahmood announced on Monday that former lord chancellor Alex Chalk will lead the independent two‑phase review into the December 2025 killing of 18‑year‑old Henry Nowak.
- The review’s scope includes whether agencies knew about the perpetrator’s behaviour before the attack and missed chances to intervene, with records from the previous five years to be examined.
- Investigators will assess how police, the CPS, courts and probation services treated the Nowak family after Henry’s death and whether the family received appropriate support and transparency.
- The Independent Office for Police Conduct is separately probing two officers over their conduct at the scene while Vickrum Digwa was convicted of murder and given life with a 21‑year minimum term and his mother Kiran Kaur was jailed for assisting an offender.
- The Nowak family welcomed the review and campaigners say its findings, expected in an initial report by March 2027, could lead to changes in policing practice and stronger accountability for failures identified.
