Independent Football Regulator Publishes Draft Licensing Plan Requiring Club Licences from 2027-28

The consultation marks a shift to a risk-based system to bolster club finances plus supporter accountability.

Overview

  • All 116 clubs across the Premier League, EFL and National League step one would need a licence to compete from the 2027-28 season under the proposals.
  • The draft rules outline powers to cap spending, limit debt, require liquidity or escrow buffers, and mandate in-season reporting for higher-risk clubs.
  • A pilot with selected clubs is planned for next summer, followed by a main application window from November 2026 to February 2027 and a separate March–April 2027 window for prospective promotees.
  • To secure a provisional licence, clubs must disclose ultimate ownership, file a strategic business plan, submit a financial plan and corporate governance statement, and show regular engagement with supporters, with a named supervisor guiding the process.
  • Sanctions could range from remedial measures to blocking participation, with last-resort authority to force owner divestment; the proposals are open to a seven-week public consultation.
