Overview
- A national consultation held on Wednesday, October 14 produced a majority “no” vote against the negotiated pay package with about 282,000 workers participating, roughly 60 percent of eligible voters.
- The offer rejected was a 6.8 percent package made up of a 2.9 percent raise to the salary tabular and 3.9 percent in prestaciones, and workers say the low tabular increase hurts pension calculations.
- President Claudia Sheinbaum instructed IMSS director Zoé Robledo to review alternatives and the IMSS and the SNTSS have installed a mesa de trabajo to draft a new salary and conditions proposal.
- The IMSS says emergency, hospitalization, ICU and birth services continue to operate, while dissident groups have announced a national march for October 21 and warned of periodic protests that could escalate if demands are not met.
- The consultation used rules from Mexico’s 2019 labor reform that require secret-ballot worker votes, any new agreement will likely need another vote, and officials say budgetary limits will shape what the IMSS can offer next.
