Overview
- The IMSS Technical Council approved the move on Wednesday, October 21, raising the overall package from 6.8% to 8% with 4% added to the salary tabular and 4% paid as housing aid under Concept 11.
- SNTSS leader Rafael Olivos reported the union leadership accepted the agreement and will not submit the final accord to a new vote of the membership.
- Dissident groups and many rank-and-file workers rejected the 8% package, kept protesting and continue to demand a direct 10% salary increase plus changes to union leadership.
- Alongside the pay offer IMSS announced a Plan Integral that includes basification of 10,939 contract workers, steps to fix supplies and infrastructure, extended prescription validity and about 31,700 extra surgeries to cut surgical backlogs.
- IMSS says the higher offer is financed by efficiencies, procurement and digitalization gains and higher contribution revenue from record formal employment, but unit-level implementation, tax and pension effects of Concept 11 payments and whether the deal eases protests remain open and will determine service and workplace outcomes.
