IMSS Raises Offer to 8% After Worker Rejection, But Protests Continue

The institute says the 8% package is financeable through savings and a new service plan and expects the changes to ease pressure on hospitals.

Overview

  • After workers rejected a 6.8% offer, IMSS and the union reopened talks and the institute’s Consejo Técnico approved an 8% global increase on October 21.
  • The 8% is split into 4% added to the salary tabular (direct pay) and 4% as a housing/rent allowance known in the contract as Concept 011.
  • Union leaders reported accepting the package but organized dissident groups and many rank-and-file members publicly rejected the deal and held a large march in Mexico City.
  • IMSS announced a Plan Integral that includes basifying 10,939 pandemic-era hires, digitalizing prescriptions, and scheduling roughly 31,000 extra surgeries to reduce care backlogs.
  • If protests continue the dispute could disrupt services and slow implementation of the plan, and workers say their key demands remain a direct 10% salary raise and a review of union leadership.
