Illinois Bans Police Ticketing of Students in Schools Effective Immediately

By July 1, 2026, districts using school resource officers must sign agreements that forbid ticketing and set training requirements.

Overview

  • Gov. J.B. Pritzker signed SB 1519, ending police-issued tickets and fines for school disciplinary infractions on school property during the school day.
  • The law applies to all public schools statewide, including charter schools, and does not bar police involvement for alleged crimes or safety threats.
  • Districts must adopt memoranda of understanding with local law enforcement by July 1, 2026 that prohibit SROs from ticketing, define roles, and ensure training and program review.
  • Beginning in the 2027–28 school year, districts must report referrals to law enforcement with breakdowns by race, gender, and disability, with ISBE publishing statewide data by Jan. 31, 2029.
  • Lawmakers advanced the reform after a 2022 ProPublica/Chicago Tribune investigation found 11,950 tickets from 2019–2021, fines up to $750, and disproportionate impacts on Black and Latino students.
