Overview

• The Independent Investigations Office (IIO) has forwarded its findings on the March 2023 shooting in Duncan, B.C., to the BC Prosecution Service (BCPS) for charge consideration.
• The IIO determined there are reasonable grounds to believe that an RCMP officer may have committed an offence in using their firearm during the incident.
• The shooting occurred after police pursued a man, Davin Cochrane, operating a skid-steer loader in a residential area, resulting in serious injuries to Cochrane.
• Cochrane, who had suffered a head injury earlier that day, has filed a lawsuit alleging excessive force by the RCMP and claiming officers ignored signs of his medical distress.
• The BCPS must now assess whether there is sufficient evidence and public interest to proceed with charges against the officer involved.
