IGGN Reports 2024 Jump in Gendarmerie Investigations as Officer Violence Rises

The watchdog’s annual report ties part of the surge to unrest in New Caledonia.

Overview

  • IGGN opened 85 investigations in 2024, up from 68 in 2023, with 39 concerning suspected excessive force in public-order operations.
  • Judicial inquiries totaled 1,015 for the year, including 175 handled by the BEJ, which oversees cases involving weapons use and deaths.
  • Twenty-two people died following gendarmerie actions in 2024, including 12 after officers used their weapons during interventions.
  • The report attributes part of the increase to New Caledonia, where BEJ counted 10 weapon-use procedures by gendarmes, five of them fatal.
  • Violence targeting gendarmes reached 9,475 incidents in 2024, resulting in two officer deaths and 3,162 injuries, and many probes opened between June 2024 and January 2025 remain active with follow-ups in early 2025.
