  • One proposal would declare the ball dead after a saved penalty to outlaw rebound goals and remove unfair second chances.
  • Board members seek assurances that any new VAR interventions can be executed within seconds to prevent additional match delays.
  • Any law amendments must secure at least six of eight IFAB votes from the four British associations and FIFA at the March AGM.
  • If approved, changes would take effect on June 1, 2026, ahead of the expanded World Cup in the United States, Mexico and Canada.
