IFAB Overhauls Penalty, Goalkeeper and VAR Rules

IFAB has set a July 1 start date with Club World Cup trials to streamline play through clearer officiating.

Overview

  • Accidental double touches during penalty kicks will now lead to retakes, while deliberate second touches remain penalised
  • Goalkeepers holding the ball longer than eight seconds will concede a corner kick after a visible countdown replaces the previous six-second rule
  • Referees must publicly explain their decisions following VAR interventions, with body cameras tested at the June Club World Cup
  • Rule changes apply to competitions from July 1, 2025, and may be trialled early during the Club World Cup in the USA
  • Dropped-ball restarts award possession to the team that last touched the ball before a stoppage to speed up game flow
