Overview
- The International Civil Aviation Organization (ICAO) ruled that Russia violated the Chicago Convention by downing Malaysia Airlines flight MH17 in 2014.
- This is the first time in ICAO's history that it has issued a binding decision against a member state for using weapons against a civilian aircraft.
- The Netherlands and Australia, which filed the complaint, will now request ICAO to facilitate negotiations with Russia for reparations for the families of the 298 victims.
- A 2023 investigation concluded that Russian President Vladimir Putin personally authorized the delivery of the missile system used to shoot down MH17 over eastern Ukraine.
- Russia continues to deny involvement, refuses to extradite three individuals convicted in 2022 by a Dutch court, and has not acknowledged the ICAO ruling.
