Ibama Grants Petrobras License to Drill Exploratory Well in Foz do Amazonas

Granted after a 2023 denial, the permit imposes stricter emergency-response requirements in the ecologically sensitive Foz do Amazonas.

Overview

  • Petrobras says the ODN II rig is on site, drilling starts immediately and should last about five months with no oil production in this phase.
  • The authorized Morpho well is in block FZA-M-059, roughly 500 km from the Amazon River mouth and 175 km off the Amapá coast.
  • Ibama conditioned the license on new safeguards, including a major wildlife rehabilitation and de-oiling center in Oiapoque plus dedicated offshore and nearshore response vessels, following a pre-operational spill drill in August.
  • Petrobras documented R$1.3 million in licensing fee payments and cites the effort as part of its 2025–2029 plan to invest about US$3 billion in the Equatorial Margin.
  • Government figures hailed the move as key for energy security, while environmental groups announced legal challenges and warned of risks to mangroves, reefs and local fisheries.
