Overview
- In early July the Inter-American Commission on Human Rights formally admitted Sandra Mónica Decasper Chacón’s petition, marking the first regional case to address violence vicaria linked to diplomatic immunity.
- An Argentine perimetral restraining order issued in October 2024 protects only Decasper Chacón and does not cover her two children, who cannot leave Argentina without their father’s consent.
- Decasper Chacón alleges physical, psychological, economic and vicaria violence by her ex-husband, former consul Norberto Ariel Martins Mogo, who she says used his diplomatic status to intimidate her and her lawyers.
