Hundreds Use Extra Cold-Weather Shelters as Dutch Cities Activate Winter Protocols

Health services triggered the winter regime based on wind-chill thresholds, coordinating extra beds and outreach to prevent cold-related harm.

Overview

  • Over the past two nights, the extra shelters housed 171 people in Amsterdam, 50 in The Hague, 68 in Rotterdam and 79 in Utrecht, with similar totals on the first night and more freezing nights forecast.
  • The four largest cities opened the winter cold shelters Monday evening as perceived temperatures fell below freezing, offering warm meals, beds, breakfast, showers and, in The Hague, shuttle buses from the central station.
  • Added capacity stands at roughly 250 places in Amsterdam, 120–150 in The Hague, 165 in Rotterdam and 175 in Utrecht.
  • Utrecht also opened a temporary daytime drop-in next to the Lutheran Church at Hamburgerstraat 11 to ease pressure on existing facilities.
  • Beyond the big four, Arnhem activated phase 1 of its frost protocol with extra beds and Red Cross–GGD street outreach, and GGD Drenthe reactivated its winterregeling, which also covers people unable to heat their homes, with measures set to remain in place through Monday pending review.
