Hun Manet Inaugurates $2 Billion Techo International Airport, Phnom Penh’s New Three-Runway Hub

Recent security cases and sanctions could curb the tourism lift the project is meant to deliver.

Overview

  • The Kandal province facility, about 30 kilometers south of the capital, began operations with a soft opening on September 9 before today’s formal launch.
  • Phase one capacity is 13 million passengers a year, with expansion targeted to 30 million after 2030 and up to 50 million by 2050.
  • Developed by CAIC, an OCIC subsidiary, with the State Secretariat of Civil Aviation, the airport has appointed partners including Vinci Airports, Lagardère Travel Retail, Newrest, International Airport Advertising Corporation and SIA Engineering.
  • Lagardère holds a 12-year contract to run retail, dining and travel essentials across roughly 3,142 square meters, featuring multiple Aelia Duty Free stores and a new Marché food hall.
  • The outlook faces headwinds after a South Korean death linked to online scam centers, U.S. and U.K. sanctions and a U.S. indictment, even as new routes such as Abu Dhabi begin with Istanbul and Japanese services expected to follow.
