Overview

  • Just one-third of the overall HS2 scheme, including tracks, overhead lines and systems, has been finished.
  • Civil engineering works for tunnels, bridges and cuttings are about 60% complete and at least two to three years behind the April 2020 baseline.
  • The main civils contracts were budgeted at £19.5 billion but have already consumed £26 billion and face a likely 50–100% overspend.
  • Transport Secretary Heidi Alexander confirmed on Wild’s advice that there is no plausible route for services to begin by the 2033 target.
  • Under Mark Wild’s reset, HS2 Ltd plans to rebalance risk and renegotiate contracts to establish a credible schedule and contain further cost growth.
