Hoy No Circula Restricts Blue-Sticker Vehicles in Mexico City and State of Mexico

Overview

  • The ban applies July 25 from 5:00 to 22:00 across all 16 Mexico City alcaldías and 40 Estado de México municipalities for vehicles with blue decals, plate endings 9 or 0 and holograms 1 or 2.
  • Exemptions cover vehicles with holograms 00 or 0, electric and hybrid models, public transport, motorcycles and authorized health-service vehicles.
  • Non-compliance triggers fines of 20–30 UMAs (approximately 2,074.80–3,112.20 pesos), removal of license plates and vehicle impoundment under local traffic regulations.
  • Managed by the Comisión Ambiental de la Megalópolis, the harmonized Hoy No Circula program enforces uniform verification criteria across Mexico City, Estado de México and neighboring states.
  • Officials have indicated that broader revisions—potentially targeting older vehicles and adjusting rules during pollution alerts—are under review without a set implementation date.
