Hoy No Circula for Monday, October 13: Who Can’t Drive in CDMX and Edomex

Sedema’s rules tie driving eligibility to verification holograms and plate endings to cut emissions.

Overview

  • On Monday, October 13, vehicles with yellow sticker and plate ending 5 or 6 carrying hologram 1 or 2, including foreign plates, may not circulate from 5:00 to 22:00 in Mexico City and 18 State of Mexico municipalities.
  • Hologram 0 and 00 vehicles, along with electric cars, eligible hybrids, and disability plates, remain exempt under the program’s standard rules.
  • Sunday, October 12, carried the usual full exemption for all vehicles because no environmental contingency was in effect.
  • The program covers the 16 boroughs of CDMX and 18 conurbated Edomex municipalities and has been extended to the Valle de Toluca and Santiago Tianguistenco metropolitan zones, with a socialization period in Toluca through December 2025.
  • Media report fines for violations ranging from 20–30 UMAs to as high as 200 UMAs in CDMX, with possible vehicle impoundment, and drivers can verify restrictions at hoynocircula.cdmx.gob.mx.
