Hoy No Circula Bans Yellow-Stickered Vehicles in Mexico City and State of Mexico

Mexico City is imposing fines and impoundments for noncompliant drivers under the harmonized Hoy No Circula program, with State of Mexico municipalities still in a penalty-free socialization phase

Overview

  • Yellow-stickered cars with plate endings 5 or 6 and holograms 1 or 2 are barred from circulation today between 05:00 and 22:00 under the expanded program
  • Vehicles carrying holograms 00 or 0, electric and hybrid cars, public-service and emergency vehicles, and those for people with disabilities remain exempt
  • Mexico City will fine violators 20 to 200 UMAs (about 2,260 to 22,630 pesos) and impound noncompliant vehicles
  • State of Mexico municipalities are in a socialization period for penalties through December 2025 with sanctions set to start January 1, 2026
  • The Doble Hoy No Circula contingency has not been activated this week as air quality remains within acceptable levels
