Housing Ministry Approves Resumption of Delhi’s Final Pragati Maidan Underpass

The ministry imposed strict no-cost-escalation rules alongside weekly third-party inspections to kickstart the scaled-down cast-in-situ rebuild

Overview

  • Underpass 5 is a 110-metre link between Bhairon Marg and Ring Road whose construction has been stalled since 2023 after precast boxes sank beneath live railway tracks
  • MoHUA approved a redesigned cast-in-situ plan that reduces the underpass from three lanes at 5.5-metre clearance to a two-lane, 3.9-metre-high, 6.25-metre-wide corridor limited to light vehicles
  • Work will resume immediately with grouting beneath box structures and stitching of displaced blocks to stabilise the soil under the Yamuna-adjacent embankment
  • The ministry forbade additional funding and required third-party quality validation and weekly progress reports to PWD minister Parvesh Verma’s office
  • Once completed within the existing budget of the Rs 24,000-crore corridor, the underpass is expected to relieve chronic congestion around Pragati Maidan
