House Passes Defense Bill, Votes to Repeal Iraq War Authorizations

The measure now heads to a higher-spending Senate, with the repeal’s survival plus partisan riders unresolved.

Overview

  • The House approved the FY2026 National Defense Authorization Act 231–196, with most Democrats voting no after Republicans added social-policy measures.
  • Lawmakers adopted a bipartisan amendment to revoke the 1991 and 2002 Iraq AUMFs in a 261–167 vote, including support from 49 Republicans.
  • The repeal reached the floor after a 7–4 Rules Committee vote in which three Freedom Caucus members joined Democrats to make the amendment in order.
  • Attempts to block aid to Ukraine and Taiwan were defeated by wide margins, and the bill authorizes continued Ukraine security assistance, including $400 million.
  • The package includes a 3.8% troop pay raise and acquisition reforms, alongside new limits on Pentagon coverage of gender-affirming care that narrowed bipartisan support.
