House Passes $13.5 Billion Border Reimbursement Fund, Heads to Trump

It would let states file claims within 90 days of enactment for expenses incurred since President Biden’s inauguration

  • Lawmakers approved the “One Big Beautiful Bill” by a 218-214 vote on July 3, sending it to President Trump for signature
  • The legislation creates a State Border Security Reinforcement Fund inside the Department of Homeland Security to reimburse state and local border measures
  • Negotiators expanded the pool from $10 billion to $13.5 billion to cover Texas’s $11.1 billion Operation Lone Star outlay and allow other states to participate
  • Eligible states must apply for grants within 90 days of the bill’s enactment to recoup spending on walls, fencing, National Guard deployments and trooper personnel
  • DHS will administer the reimbursement program with funds available for approved claims through September 2029
