House Opens Markup of Bipartisan Bill to Create National College Sports Framework

  • A bipartisan coalition from the House Energy and Commerce, Education and Workforce and Judiciary committees formally introduced the SCORE Act on July 10.
  • The bill would preempt state NIL laws to establish uniform compensation standards and propose a $20.5 million revenue-sharing cap per athlete.
  • It would grant antitrust and state-court immunity to the NCAA, the Collegiate Sports Commission, conferences and schools for rules adopted under its framework.
  • SCORE mandates that colleges provide academic assistance, career counseling, mental health services and up to three years of post-graduation healthcare while barring scholarship revocations for injury or performance issues.
  • Following a July 15 Energy and Commerce subcommittee markup, the legislation must win 60 Senate votes before President Trump can sign it into law.
