House Excludes ROAD to Housing From NDAA as Panel Plans Review

Committee action is expected this month.

Overview

  • The final House NDAA text released Sunday omitted the bipartisan ROAD to Housing Act.
  • The bill cleared the Senate after a unanimous Banking Committee vote, and Politico reported the White House and Senate leaders backed an effort to attach much of it to the defense bill.
  • House Financial Services Chair Rep. French Hill opposed using the NDAA and said the committee will review the legislation this month with potential markups of pieces of the package.
  • House Republicans signaled plans to reshape roughly a dozen provisions and are expected to unveil their own version soon.
  • Mortgage and housing groups voiced disappointment over the NDAA outcome and urged a standalone path for measures that include CDBG-based incentives, streamlined NEPA reviews, and support for manufactured and modular housing.
