Hong Kong Strips Passports and Freezes Funds of Overseas Activists

Using powers from its 2024 homegrown national security law, the government has enforced extraterritorial controls on exiled activists it accuses of subversion.

Overview

  • Authorities have canceled Hong Kong passports for 12 of the 16 activists designated as absconders under the new measures.
  • Secretary for Security Chris Tang has barred any financial dealings, property leases or joint ventures with the remaining activists.
  • Violations of these orders carry a penalty of up to seven years’ imprisonment under the national security ordinance.
  • The targeted activists, including Victor Ho, Keung Ka-wai, Chongyi Feng and Gong Sasha, are hiding in the U.K., U.S., Canada, Germany, Australia, Thailand and Taiwan.
  • Western governments, led by the United States, United Kingdom and European Union, have condemned the crackdown as coercive transnational repression.
