Hong Kong Authorities Place Bounties on Five Overseas Activists

US and UK Condemn Move as Amnesty International Calls for Withdrawal of 'Absurd' Bounties

  • Hong Kong authorities have placed bounties on five overseas activists, including a US citizen, for alleged violations of the National Security Law. The bounties are for information leading to their arrest and are worth HK$1 million (US$128,000) each.
  • The targeted activists are Simon Cheng, Frances Hui, Joey Siu, Johnny Fok, and Tony Choi, who are now based in various countries including the US and UK. They are accused of various offenses under the security law, including incitement to secession and subversion, as well as collusion with foreign countries or external forces.
  • The move has been condemned by the US and UK governments, with the US State Department stating that Hong Kong authorities have no jurisdiction within US borders and that advocates for democracy and freedom will continue to enjoy their constitutionally guaranteed freedoms and rights.
  • Amnesty International described the bounties as 'absurd' and 'designed to sow fear worldwide', calling for authorities to withdraw them.
  • This is the second time Hong Kong police have issued arrest warrants and bounties for activists overseas. In July, bounties were placed on eight other activists.
