Home Ministry Revokes SECMOL’s FCRA Registration Over Alleged Violations

The move bars the Ladakh-based NGO from receiving or using foreign contributions.

Overview

  • An MHA order on September 25 cancelled SECMOL’s FCRA certificate with immediate effect under Section 14(1), citing breaches found after a show-cause process that began on August 20.
  • The ministry flagged a ₹4.93 lakh receipt from Swedish group Framtidsjorden tied to work including a study on national sovereignty, which it said cannot be financed through foreign contributions.
  • Officials said ₹3.5 lakh was deposited by Sonam Wangchuk into the FCRA account in FY 2021–22, not properly reflected in records and apparently received in cash, violating Sections 17 and 18.
  • Other issues cited included ₹54,600 in local funds credited to the FCRA account, a reported ₹79,200 not credited to the designated bank account, and a ₹19,600 foreign donation returned to the donor despite no such provision in the Act.
  • The decision followed recent deadly unrest in Leh that the government attributed to Wangchuk’s provocative statements, while he denied wrongdoing, called the actions a witch hunt, and said certain foreign receipts were fees for technical services; a CBI preliminary inquiry into related matters continues.
