HISD Begins Early Campus Cuts After Steep Enrollment Drop

District officials say the moves aim to match staffing to reduced state funding driven by a sharp fall in student counts.

Overview

  • HISD announced on Sept. 22 that it had started its annual campus leveling process and would reassign staff and reduce campus budgets to align resources with lower enrollment.
  • Early fall counts reported by the district show roughly 155,600 students this school year, about a 9,700–10,000 decline from last September that worsens a budget gap once estimated at a 4,000-student loss.
  • Several schools have already lost positions or programs, with T. H. Rogers losing a librarian and assistant principal, Lamar facing more than $500,000 in cuts that threaten choir and other programs, and Carnegie Vanguard trimming at least one teaching post.
  • The Houston Federation of Teachers is pressing for clearer data and an independent audit, warning that transfers or layoffs could leave new teachers without jobs and raise class sizes or cut student services.
  • The shortfall builds on multi-year declines since the 2023 state takeover and matters because Texas funding relies on daily attendance and local property tax revenue, while the official statewide enrollment snapshot on Oct. 31 could still change final funding levels.
