Himachal Pradesh Declares Flood-Orphaned Infant ‘Child of State’ Under Sukh-Aashray Yojana

Under the Sukh-Aashray Yojana, her upbringing as well as education costs will be met by the state.

  • Revenue Minister Jagat Singh Negi officially invoked the scheme on July 28 to secure state guardianship for 10-month-old Neetika.
  • Negi pledged that the government will fund all future expenses for her education, vocational training and chosen career path.
  • The Sukh-Aashray Yojana launched in 2023 offers orphaned youth food, shelter, clothing, education stipends, skill development, startup grants and housing assistance.
  • Neetika is now living with her aunt, Kirna Devi, in Shikauri village about 20 km from the flood-hit Talwara village.
  • Neighbor Prem Singh discovered her crying alone after the June 30–July 1 cloudburst, leading locals and relatives to rescue and shelter her.
