Himachal Pradesh Declared Fully Literate at 99.3% Under ULLAS

Officials now pivot to digital literacy, financial literacy and skills linkage to sustain the gains.

Overview

  • Himachal Pradesh announced the milestone on September 8, becoming the fourth fully literate state after Mizoram, Goa and Tripura, with Ladakh earlier recognised among Union Territories.
  • The Education Ministry’s ULLAS framework treats 95% adult literacy (15+) as the threshold, with states identifying non-literate adults, delivering FLN training, conducting the FLNAT and issuing NIOS certification.
  • The ULLAS drive has enrolled over 3 crore learners and 42 lakh volunteers, with about 1.83 crore foundational assessments completed and roughly 90% clearing the test, using materials in 26 Indian languages.
  • Union Education Minister Dharmendra Pradhan cited PLFS data showing India’s literacy rate at 80.9% in 2023–24 and congratulated the regions that met the ULLAS benchmark.
  • State leaders highlighted Himachal’s top student–teacher ratio and a near-zero dropout rate, crediting sustained community participation by volunteers, women’s groups and NGOs.
