Overview
- Himachal Pradesh announced the milestone on September 8, becoming the fourth fully literate state after Mizoram, Goa and Tripura, with Ladakh earlier recognised among Union Territories.
- The Education Ministry’s ULLAS framework treats 95% adult literacy (15+) as the threshold, with states identifying non-literate adults, delivering FLN training, conducting the FLNAT and issuing NIOS certification.
- The ULLAS drive has enrolled over 3 crore learners and 42 lakh volunteers, with about 1.83 crore foundational assessments completed and roughly 90% clearing the test, using materials in 26 Indian languages.
