Himachal Headmaster and Two Teachers Booked Over Alleged Abuse of Dalit Boy

Police have asked senior officers to decide if a gazetted officer will lead the investigation.

Overview

  • The case concerns a Class 1 student at Government Primary School, Khaddapani in Rohru, where three staff members, including headmaster Devendra, were named by the boy's father.
  • The complaint alleges repeated beatings over nearly a year, an incident where a scorpion was placed in the child’s pants, and injuries including a bleeding ear and a damaged eardrum.
  • Police registered offences under the Bharatiya Nyaya Sanhita for wrongful confinement, hurt, intimidation, and common intent, as well as the Juvenile Justice Act for cruelty to a child.
  • Provisions of the SC/ST (Prevention of Atrocities) Act were invoked given the boy’s caste, with the father also alleging explicit threats such as “We will burn you” and warnings against reporting the abuse.
  • The father further alleged segregation of Nepali and Dalit students during meals and claimed an unregistered person, Nitish Thakur, had been teaching in place of a named teacher, with reporters noting similar recent incidents in the Rohru area.
