Himachal Cabinet Approves Panchayat Emergency Centres, Solar Subsidies and Governance Reforms

It links renewable energy incentives to the rollout of village-level disaster centres to strengthen local resilience

Overview

  • Cabinet approves Panchayat Emergency Response Centres in each of the state’s 3,645 village councils to strengthen natural disaster preparedness.
  • A five percent interest subsidy for 100 kW–1 MW solar installations in tribal areas and four percent for 250 kW–2 MW projects in non-tribal regions aims to spur renewable energy.
  • Under a memorandum of understanding with HIMURJA, 100 panchayats will host 500 kW solar plants that share revenue to support Gram Panchayats and fund orphan and widow welfare.
  • Pay-matrix Level-11 posts are reclassified to Group C with recruitment limited to bonafide Himachali candidates, honorariums for 5,000 PWD multi-task workers increase to ₹5,500, and 101 new police posts will be filled in Dehra.
  • A Milk Incentive Scheme will deliver ₹3 per litre via direct benefit transfer to dairy farmers and the state tourism corporation office will relocate from Shimla to Dharamshala.
