Hillingdon Council Will Pay £20,000 After Reversing Street Preaching Ban

  • The revised Public Spaces Protection Order, effective May 1, explicitly permits amplified religious outreach, leaflet distribution and display of scripture in Uxbridge town centre.

  • The Kingsborough Centre pursued a judicial review after arguing that the 2023 order unlawfully infringed Articles 9, 10 and 11 of the European Convention on Human Rights.
  • Before the concession and public consultation, the original order had threatened street preachers with fines up to £1,000 and prompted police to warn church members to hide biblical signage.
