Overview

• Solis formed a 'Hilda Solis for Congress' committee with the FEC on Aug. 27 and says she will run only if voters approve the mid-cycle maps.
• Her rollout features backing from Reps. Judy Chu, Lou Correa, Laura Friedman, Robert Garcia and Luz Rivas, along with Los Angeles Mayor Karen Bass and civil rights leader Dolores Huerta.
• The proposed 38th would arc through southeast L.A. County to include Bell, Commerce, El Monte, Diamond Bar, Hacienda Heights, Montebello, Pico Rivera and West Whittier, and add Yorba Linda in Orange County.
• Registration data for the proposed district show about 45% Democratic, 30% no party preference or other, and 24% Republican, positioning a Democrat as the likely favorite.
• If the maps pass, Rep. Linda Sánchez is expected to shift to a redrawn 41st District and the 38th would have no incumbent; former Obama administration staffer TJ Adams-Falconer has filed fundraising paperwork.
