Highways Ministry Revises BOT Pacts to Fine Contractors for Repeat Accidents

Officials say nationwide cashless treatment for crash victims will follow pilot refinements.

Overview

  • Contractors on BOT highway projects will face penalties if more than one accident occurs on the same stretch within a year, the road transport secretary said.
  • Fines are set at Rs 25 lakh for repeat crashes on a defined stretch, rising to Rs 50 lakh if an incident recurs the following year.
  • Revised contracts also require concessionaires to undertake crash management and implement corrective measures after repeat incidents.
  • The ministry has identified about 3,500 accident‑prone locations to help target remedial works and enforcement.
  • A national cashless treatment scheme—offering up to Rs 1.5 lakh for the first seven days at designated hospitals—will launch after adjustments based on a pilot begun in Chandigarh and expanded to six states.
