Mexico Announces 16.5 Billion‑Peso Industrial Push in Hidalgo Led by DEWA and Cruz Azul

The projects are designed to expand manufacturing and cement capacity, create thousands of jobs, fund local health and sports facilities, and start phased work in the coming months.

Overview

  • DEWA Capital was designated to develop the Polo de Bienestar Reserva Zapotlán on about 910 hectares with a pledged investment just over 10,100 million pesos and a five‑phase plan that begins with urbanization and two industrial naves.
  • DEWA says the first phase will start between September and October 2026, requires 1,277 million pesos for infrastructure plus more than 2,000 million for the initial buildings, and is estimated to generate roughly 5,100 direct and indirect jobs.
  • Cooperativa Cruz Azul committed 6,500 million pesos to modernize the Tula cement plant, build a new production line that is reported about 85% complete, aim for roughly 3 million tonnes of cement a year and support about 14,200 direct and indirect jobs.
  • Both projects include social and environmental measures such as at least 35% local hiring in DEWA’s first phase, renewable energy and water reuse on the industrial park, more than 1,000 million pesos for Cruz Azul’s hospital upgrades, and plans to activate local sport facilities including the Estadio Refundación.
  • Announced at the presidential Mañanera on Wednesday, Aug. 19, 2026, the initiatives remain in development and will depend on execution, permits and market demand while adding to a broader wave of industrial investment that Hidalgo recorded earlier in 2026.
