More than 50 flood warnings are in place across England, with heavy rain causing significant disruption to rail services and forcing some schools to close.
The flooding has affected rail services already hit by industrial action by train drivers, with heavy flooding blocking lines between Edinburgh Waverley and Newcastle.
In Somerset, several secondary schools were opening late and at least four primaries were closed due to flooding.
Great Western Railway advised people not to travel between Bristol and Exeter or between London Paddington and Devon or Cornwall due to flooding.
The railway line between Exeter St Davids and Yeovil Junction in Somerset will be closed on Tuesday and Wednesday following a landslip, but passengers are warned the closure could continue into the weekend.
