Overview
- The Met confirmed a man in his thirties was stopped under Schedule 3 at Heathrow on 2 February 2023; reports name him as Christopher Berry and say he was carrying £4,000.
- The Crown Prosecution Service discontinued the prosecution last month, with director Stephen Parkinson reportedly telling senior MPs the government’s evidence was about “5% short” of the threshold.
- Witness statements by deputy national security adviser Matthew Collins, drawing on SO15 material, allege Berry was tasked by a handler known as “Alex” and that Christopher Cash provided Westminster information.
- The materials describe at least 34 reports produced between December 2021 and February 2023 and cite rapid tasking cycles, including one instance of a report being returned within 13 hours.
- Both men deny wrongdoing, while Parliament’s Intelligence and Security Committee is investigating and US House CCP chair John Moolenaar has urged a transparent explanation of the CPS decision.
