HDB Makes Budget Meals Voluntary, Extends Rent Discounts and Standardizes Offerings

Rent relief must be passed to stallholders under signed undertakings.

Overview

  • Participation becomes voluntary at tenancy renewal in exchange for rent or TOL discounts, and privately owned shops may opt out immediately; HDB expects no immediate drop in availability as most leases are not due.
  • Operators that opt in must offer three fixed meal options—an economy rice set with one meat and two vegetables, a halal option, and a breakfast item—plus two budget drinks.
  • HDB extends a 5% rental discount to the full three‑year term for rental coffee shops, and introduces a TOL fee discount for private operators equivalent to 5% of assessed market rent over three years, capped at the fee.
  • Operators must pass discounts in full to participating stallholders and declare the sharing in a letter of undertaking, with clawbacks if obligations are not met.
  • HDB will collect stall‑rent data to improve transparency and will require successful bidders of new shop tenders to hold their tendered rents for six years.
