HD KSOE Advances ₹38,000 Crore Shipbuilding Cluster in Thoothukudi

Tamil Nadu has pledged active support for the project as officials and company leaders move from memorandums and approvals toward implementation once remaining permits and land work are secured.

Overview

  • HD KSOE’s senior delegation met Chief Minister C. Joseph Vijay on Wednesday, June 17, to brief the state on progress and reaffirm the company’s intent to develop the proposed greenfield shipyard.
  • The company has signed a memorandum of understanding with the Tamil Nadu government to build the cluster and has identified Thoothukudi as the preferred site.
  • A state-promoted special purpose vehicle, National Shipbuilding and Heavy Industries Park Tamil Nadu Limited (NSHIPTN), has been formed by SIPCOT and the V. O. Chidambaranar Port Authority and has received first in-principle approval from the Directorate General of Shipping.
  • The project is pitched at about ₹38,000 crore and is projected to create roughly 15,000 direct jobs plus wider supply-chain opportunities; the state is also advancing related high-technology initiatives such as an IN-SPACe space-vehicle facility nearby.
  • Key next steps remain before construction can start, including final land allocation, environmental clearances, detailed project reports, financing accords and formal implementation contracts despite the government’s promise of proactive administrative support.
