Haryana Scraps Stamp Duty on Small Plots Under Affordable-Housing Schemes

The relief focuses on beneficiaries of government housing schemes facing higher upfront costs from revised collector rates.

Overview

  • The exemption applies immediately to residential plots up to 50 sq yards in urban areas and 100 sq yards in rural areas under PMAY, Mukhyamantri Shehri Awas Yojana, and Mukhyamantri Gramin Awas Yojana.
  • The government also announced a complete waiver of stamp duty on gaushala land, which had been reduced to 1% in 2019.
  • Chief Minister Nayab Singh Saini defended the recent collector-rate revisions as data-driven, saying 72% of the 2.46 lakh segments saw only a 10% increase with a 50% cap where registry values far exceeded official rates.
  • The state said no new registration tax has been introduced and that stamp duty remains 7% for men, including a 2% development fee, and 5% for women, unchanged since 2008.
  • Opposition parties criticised the hikes as burdensome for homebuyers, while the government noted average collector-rate increases of 9.69% since 2014 versus 25.11% in 2004–2014, with the latest revisions effective August 1 and the second in eight months.
