Haryana Rights Panel Directs Records Fix After Employee Misclassified as Dead

The panel has given officials four weeks to update digital records followed by disbursing withheld salaries.

HHRC takes suo motu cognisance of employee declared 'dead' in Aadhaar records

Overview

  • The HHRC took suo motu cognisance on August 14 after media reports showed Vijay Kumar was wrongly listed as deceased in Aadhaar and HKRN systems, leading to unpaid wages.
  • The commission found prima facie evidence of administrative negligence that violated Kumar’s rights to livelihood and dignity under Article 21 of the Indian Constitution and ICESCR Article 7.
  • It ordered the Additional Deputy Commissioner Rohtak, CRID secretary, PHED engineer-in-chief, superintending engineer Rohtak and Executive Engineer Sandeep Kumar to submit detailed compliance reports within four weeks.
  • Officials must correct Kumar’s Aadhaar and HKRN records to reflect his living status and ensure disbursement of all pending salaries dating back to the Covid period.
  • A review hearing is set for September 23 to assess whether the stipulated record updates and salary payments have been completed.
