Haryana Grants First Private Parallel Power Licence to Eleven Power

The regulator approved a 25‑year licence with strict conditions that keep tariff control with HERC and require a 60‑day rollout and switching plan.

Overview

  • Haryana Electricity Regulatory Commission issued the 25‑year parallel distribution licence to Eleven Power on Monday, opening parts of Gurugram, Manesar, Sohna and Nuh to a competing private network.
  • The licence, granted under Section 14 of the Electricity Act, covers household, agricultural, commercial and industrial consumers in five divisions but does not replace the incumbent utility.
  • HERC ordered Eleven Power to file a detailed first‑phase implementation plan and a consumer‑switching protocol within 60 days and ruled that customers stay with the existing supplier until the new network is live.
  • Eleven Power has proposed a Rs 4,717 crore, multi‑year rollout with underground cables in Gurugram, mixed networks in Nuh, smart meters and automated monitoring and aims to start supply in 2027‑28 while sourcing about 80% renewables.
  • The move gives over 830,000 consumers potential choice but raises practical questions about large upfront investment, possible cherry‑picking of lucrative areas, pending connection backlogs and how regulators will police rollout and tariffs.
